The New York Liquor Authority is a state-wide agency. All of its rules, regulations, and forms are the same everywhere. All applications are handled in one of 3 offices: New York, Albany, or Buffalo.  Those offices work by post office mail and email.  They do not meet privately with you or your representative in person.
